EOC appears to be up now, and the few times I checked yesterday it was up. I don't see any announcement newer than a week ago from the guy who runs the site, so my guess is there may have been a temporary outage.

I have trouble connecting depending on which vpn server I am connected to.

I have had absolutely no problems connecting to EOC over the last few days. So I would assume the problem is somewhere between your system and EOC.

Since yesterday morning I have not been able to access the site from either the Desktop PC or the Notebook, even using different browsers. I have not made updates, I have changes to either PC and I have only worked with PDF and Excel files. I thought that the server had some problems as happened in the past but if you confirm that you can access it, it worries me a little.

As @skydivingcatfan noted, the only time I have had a problem connecting to EOC is when I have been using a VPN Server.

I can tell you the current numbers: Active users is still down to 50000 but points is up again to 32 billion PPD - cause of CUDA upgrade.

I don't use Proxy or VPN and I haven't updated or changed either of my PCs.
Do you have any suggestions to overcome this problem?

Not every proxy or VPN opens EOC from there.. this can't look good.
