How to decrease temperature of the nvidia card ?
The temperature of the nvidia card is 70 °C. This is very hot. Nvidia's settings manager says it is a yellow temp. I want to decrease the temperature to reach a green temperature, about 60 °C.
I tried to use "gpu-usage = 50". The temperature stays at 70 °C.

The card is designed to operate within a specific temperature window.
Assuming you're running windows you can download MSI afterburner.
This will let you control the power limit and fan speed of the card, both up and down.
It can be done in linux but it's a bit more involved.

The "gpu-usage" option shouldn't be used. 70 °C GPU junction temperature for a modern GPU is not high - a modern Nvidia GPU can run up to around 93 °C depending on model.
The good news is that a slight power limit reduction tends to give much less power usage while not hurting PPD that much. On Linux can use to set the number of watts to run on. The allowed numbers depends on the GPU. For example, my 1660 Super can be set between 50 and 150 W. There is a bit more work to make that setting persistent, but you can make little script that runs the command when the graphics launch.
On Windows you can use tools like MSI Afterburner to reduce the power limit to e.g. 80%. It is possible to make the setting persistent so that MSI Afterburner remebers the settings on boot.
Otherwise, you can play around with the fan curves of your case and/or GPU to balance noise and cooling. If your case is a 65 °C hotbox with bad airflow, that limits the cooling ability of the GPU compared to if your internal case temperature is 34 °C. I have a Corsair ML fan tied to the case or GPU temperature to keep the case nice and cool.

By the way, the 1030 has a max GPU temperature of 97 °C, so 70 °C is not hot at all - it is a normal working temperature. I wouldn't worry about it.

I get no problem with case temp. The fan pulse a fresh air out of the case.
Only the case fan moves from about 1200 rpm to 1300 rpm. A bit noisier.

An 80 mm case fan running at 6V, only consumes 0.25W, and keeps those GPUs below 50C.
If you already have an active heat sink, you could try to fit a case fan of a slightly larger size, with curved blades. They make less noise.

If you want to decrease it, increase fan speed manually with a dedicated tool (like MSI Afterburner) ...
