F@H process wont go above 25% CPU usage

power is set to "full"

log says :

WARNING:WU00:FS00:AS lowered CPUs from 4 to 1

have messed with the settings / config.xml file but nothing gets the F@H process above 25% CPU

There is a bug in the installer where it sometimes sets the client's request for its first WU to only use one CPU core. Unfortunately, once dowloaded with that setting, a WU will not allow raising the core count above the one set at download time.

The next WU the client downloads will use 4 CPU cores if the setting is on Full, 3 on Medium, and 2 set on Light.
