Does Folding@Home support Windows 11 ARM in general, and specifically the new Snapdragon X Plus and Elite ARM chips?

No to Windows ARM
Maybe to Linux Snapdragon X

You might be able to run the x86 Win client with a performance penalty.
You might be able to run the Linux ARM client via WSL.
