Low PGU utilization

Recently my GPU only hits 1410 MHz when it used to process at above than 1910 MHz.
I tried to reload the overclocking profile, no temperature issues.

That may depend on certain work units which only trigger lower GPU P-State. Or you got a bad work unit error which resets you GPU.

You can test that easily by reboot your PC. If clocks boost again to max then it was a GPU reset before. If GPU boost clock is the same then the current work unit limits GPU P-State. Your advantage: base clock also is more energy efficient than boost clocks.

Both on Linux or Windows, you can force the GPU to run at it's max rated frequency. Even using an overclock.
Windows uses MSI Afterburner, EVGA XOC or Zotac Firestorm.
Linux uses nvidia-smi and nvidia X server.
