Does folding power impact a fixed threads CPU slot?

I'm using a default configuration for my CPU slot (-1). When you set a fixed number of threads instead, I gather whatever the folding power you will always be using that set number of threads. What would the folding power change in that case? Frequency or nothing at all?

Light power would still set gpu to fold on idle and turn on pause on battery for laptops I think.

I believe that from V7.6.9 onward, the behavior has changed (

Light - 50% of CPUs folding with no GPU folding (even on idle)
Medium - 75% of CPUs folding with GPU folding
Full - 100% of CPUs* folding with GPU folding
*CPU will be N-X where N is the total CPUs and X is the total GPUs.

I don't know that there has been any change in 7.6.9 for the slider, I have not seen change at all. In any case, that page has been inaccurate since the last person edited 2-3 years ago. It was simplified from the original description, and whoever did the edits got parts of that wrong.
Light - 50%
Medium - one less than the maximum available number of CPU threads
Full - all available CPU threads after reducing by one for each GPU.
