My 3900x ran 95c with a 120mm water aio. Switching to a noctua air cooler dropped it to ~80. 95 is the throttle limit, and it will stay at 95 indefinitely if not cooled faster.

I'm using a Noctua CPU cooler on my 3950X, and it's the best investment I could have made.

There may be others from Noctua, that may fit the AMD Socket AM4 backplate mounting design, but offer a higher airflow capacity.

I have occasionally run Folding on my Ryzen 3900X (Ubuntu 20.04.2), and even with the supplied air cooler, it ran only about 90C.
I have since replaced that with an ARCTIC Liquid Freezer II 120 (single fan) AIO water cooler, and now get about 80C.

But that is in a basement where the temps do not get above 22 C (72 F), in a well-ventilated Cougar case.
(Don't disable SMT. It will make the cores run less efficiently).

Alphacool eisbaer 240. For noise, temperatures and power draw reasons I underclock my 3900X to about 3.33GHz which gives me temps up to 55C.

120mm AIO for a 3900x is too little. You'd have to run the CPU in eco mode, to keep it below 90C.
I run 240mm (2x 120mm fan) AIO 24/7, and they cool the CPU fine.
Noctua coolers are only good if your motherboard is horizontal. If it's vertical, those large coolers are putting a lot of strain on the mounting points. One drop of the case, and they can break.

But that's the difference between a CPU cooler that uses metal hardware, and the OEM cooling fan mounting backplate from a quality motherboard manufacturer. Versus one that is held to the motherboard by annoying single use "push and twist" clips. If you don't over-torque the screws, there should be no issues.

Big air coolers can get knocked loose in shipping unless they're well padded, so many sellers of pre-built gaming PCs prefer all-in-one liquid coolers to avoid shipping damage returns. My PC stays where it is; if it's ever moved, it'll be with the board horizontally or with the air cooler removed.

There's a lot of GPUs in your CPU list - did you paste the wrong thing?

That's the advantage of a DIY custom build (for those with experience in selecting components). 1) You know how firmly you are tightening the screws that keep it together; and 2) You know what's in it and who to call for tech support.
