If you can hold off a couple of months I would sugget waiting. The new RTX 30xx cards are almost here and there should be a big jump in performance. You could then eiother get 2070's at reduced prices or 3070's and get the higher performance. If you can't wait that long then I would get the 2070's or 2070 supers unless your gaming needs are extreme.
To all those suggesting only getting 1 card you missed something - while gaming you can't run folding at the same time as performance will tank if it even works Much better to go with 2 cards, 1 of which will be folding 24/7

the 3080 is apparently maybe 20% faster than a 2080ti but it's too early to tell if that's in pure compute or only in RTX.
If you find a good deal on a 2070S still worth buying.
That said, prices for computer gear is up on pre-CV19 simply down to supply problems.

BTW, the RTX capability is useful if you want ray tracing in your games, but FAH doesn't use it. The RTX 2070 has 2304 shaders which produce upwards of 6497 FP32 GFLOPS for a launch price of $499+. The GTX 1660Ti has 1536 shaders but no ray tracing and it produces 4608 FP32 GFLOPS for a launch price of $279. For that price difference, I might consider the 1660 for a stopgap device until the RTX3000 series are launched and you can dfecide what to do later.

Which is why a 2070 roughly double/triples the PPD of a 1660Ti, even if it's only about twice as fast.

You'll have max boost speeds at those power levels.
You can easily cut 10% to 20% of power, and lower PPD by maybe 1%? Because the lower frequency due to lower voltage, gets compensated when the GPU runs cooler and the driver upclocks the frequency again.
Personally I run them at 129W/144W (core21/22) constantly.
I found out the reason the Gigabyte Windforces were my favorites, was because they used a back heat sink, that also protected the electronics.
Those electronic boards on the back coincidentally were the reason most my gpus died, by taking them out of the slots, static killed them.
Nowadays a lot of brands use a rear heat sink/plate
