Some numbers: RTX cards

RTX do not all run at 1m PPD or more all the time. My RTX 2060 does anything from 829k to 1.1m

It can go down to 1060 performance on small WUs on Windows ...

My numbers are from linux, no windows gpu folding here anymore but i can fully believe that level of performance drop

I see 800-900k PPD on my 2060 too in Linux, when I run it from a PCIE 2.0 1x slot.
On a PCIE 3.0 1x slot, I've never seen my 2060 drop below 1M PPD.
Even when power capped.
I do overclock while power capping the card, but PPDs are nearly identical to running them at the stock 160-170Watts.

My RTX 2060 has about the same, 1+M PPD on pcie 2.0 4x slot (converted from an m.2 slot), in Linux.
Guess that confirms the bottleneck is a slot speed lower than pcie 2.0 4x (for Linux).

I just recently tried to convert a NGFF M.2 to PCI-E, but my RTX wasn't recognized or seen by my pc.
Back to PCIE 1x.

I'm not sure what's going on but maybe the problem is on the pcie side. My M/Bs typically have one or more PCIE 16x slots plus a 1x slot. I've never been able to run a GPU from the 1x slot. Maybe Win10 interprets the connections from the 1x slot differently.

Some M.2 slots run as Sata, it will all depend on how the slots are wired.

@MeeLee, check your mobo manual and make sure the m.2 you are trying to use is actually connected to PCIe

I've read about this as well!
From the data sheet looks like you're right. The m.2 port information, is classified under SATA connectors, not PCIE.
Should have looked that up before buying.
