You can reduce power to a gpu which will cause it to throttle and reduce both heat and PPD. I could help with it on Linux but have no knowledge under Windows.

Under Windows my tool of choice is the MSI Afterburner.

You can reduce the power target or temperature target, so the GPU clock speed and heat goes down. That can be done i very small steps until you have the amount of heat and PPD you like.
