Yes I can access the cores on the same machines with browsers.
Its odd that it would suddenly become a local permission thing on two different OS's on two different machines simultaneously. Nothing was changed on either the Linux or Windows machines, it started happening overnight.
I tried updating the windows machine to the latest 7.5.1 client, but no difference in outcome. Same errors.
Must say that my AMD Vega machine is not affected and is happily downloading and crunching away.

Installed. Stuck on update_core for my CPU slot (Project 9036). Waiting for GPU slot to be assigned WU right now. But previous installations have had the same error, even after clearing AppData folders and reinstalling.

I've been trying to run Folding@Home for the past few days, but it appears that my Folding@Home can't download the core package. This issue persists throughout installations and reinstallations.

This is project 13809, although deleting the WU assignments and re-acquiring them still triggers the issue with other projects. I'm running an Intel i7-8700K at stock speeds, on Windows 10 64 bit. I've tried running Folding@Home (the client and the control) with admin rights, but this did not resolve the issue.
This issue also occurs on my laptop, using an i7-4720HQ on Windows 10 64 bit.
Fortunately, this issue doesn't occur with the Chrome app (only the desktop app), but the Chrome client does not allow me to fold with my GPU.

Yup, but no point anyway, as the Vega machine behind the same router isn't having problems.
Additionally, I uninstalled FAH on the Windows machine completely, and reinstalled from scratch. Still same error.

What changed is the name of the directory where the FAHCores are stored. Can you temporarily create a new file in that location?
You may need to grant a firewall exception to allow FAHClient to download files.

My guess is that this is a firewall issue. Do you need to grant an exception to allow FAHControl permission to download files?

Same issue, but mine spontaneously stopped updating core for GPU on the old version, before I upgraded to 7.5.1
One of my test scenarios was to uninstall, upgrade to 7.5.1 but it still has the same symptoms. Both for cpu core and gpu core application downloads.

So, to rule out permissions issues, I uninstalled again and did a custom install onto a root folder I created on another drive, E:\FAH with separate directories for program and data.
For clarity here is the full log from startup, installation and showing the configuration steps. I've left both CPU and GPU enabled. Although I usually turn of the CPU and switch on client-type advanced for the GPU
This is only the Windows machine, I haven't touched the Linux box yet.

In my FAH Data directory, there's a subdirectory called cores. Inside of that, I have an old path starting with fahwebx.stanford.edu and a new path starting with cores.foldingathome.org. All of the cores that I've used over the years are still in the old path (unless I delete them). FAHClient is gradually downloading new copies into the new directory, depending on several factors, including what WU I've been assigned and how my slots are configured. Th creation of the new FAHCore files will NOT happen all at once.
If you pick any fahcore in fahwebx....(long path).../fahcore_xx.exe can you find a corresponding fahcore in cores....(longpath) .../FAHCore_xx.exe? If not, can you manually make a copy of it there without special permissions? That will test the permissions theory. Once you've eliminated that concern, the only other possibility is that your FAHClient.exe is unable to download and process the appropriate file. That's most likely a firewall issue.

All of those files and folders were in the directories you refer to, before I wiped the entire directory and tried to get the client to download a fahcore afresh.
They were also all wiped out when I uninstalled and reinstalled Folding@Home in the process of eliminating the usual ways of fixing the problem.
So now there is no "cores" subdirectory in the data directory because the client can't download the files to create the folder.
Now we are in a folder structure, that I can be sure Everyone has read/write permissions on. But the problem still persists.
We've eliminated local firewall, and permissions.
There is of course another possibilities, that there is something wrong with my Internet connection/router/provider or that there is something wrong with the server, or the file on the server.
I've got a few more things to try before I switch the AMD on all my machines

You might need to reinstall your nvidia drivers.
If doing that doesn't help or you'd like to try something else first shut down the client, enter the following in a terminal and start the client:

Foldy has pointed to the only other possiblity I can think of. Download the appropriate file from this location. (FAHClient needs to do the same thing.) Then FAHClient should unpack the FAHCore_xx.exe and place it in the right location for your system. (I can't tell you what's wrong because it's working fine for me.)
