Status 503 does mean high load.

503 Service Unavailable
The server is currently unable to handle the request due to a temporary overloading or maintenance of the server. The implication is that this is a temporary condition which will be alleviated after some delay.

The message for 503 uses the words Temporary Overloading, but when a server is seeing high load, there's no way to know how long that condition will persist. I, for one, am glad the error 503 is issued rather than the more meaningless message "Couldn't send HTTP request to server"
