Any1 a clue, where to look for the glitch?

My first guess would be to look at anti-malware or firewall settings. Some by default will keep executables or downloads like the core package from being read and installed.

I would suggest looking at the file/folder exclusions list for your anti-virus.
It's recommended that you exclude the FAHClient folder.
It should be noted that with version 7.6.21 that location changed.
Prior to 7.6.21 it was c:\users\<your username>\appdata\roaming\FAHClient
7.6.21 it became C:\programdata\FAHClient

After you have sorted your issues (permissions or antivirus/firewall), you will also have to update your GPU drivers : viewtopic.php?f=24&t=37391

last time this issue popped up it seemed to be a problem on the back-end. Is the cores download server playing up again?
