I've uploaded to other servers just fine.

Apparently they did successfully upload, according to the WU status page. This could be related to a possible bug in 7.6.21 (as that is the client version I'm using) discussed here: viewtopic.php?f=18&t=36402 . Or it could be a server issue. I doubt it's an issue with my connection because other WUs upload fine to other servers.

I deleted the offending WUs from the work folder to stop further attempts to upload them.

That's a symptom of either your router or your security software trying to be too efficient. It is dropping parts of the protocol that it considers unnecessary but which FAH needs. If you happen to be well-versed in tcpip/http/etc and decide to monitor the unfiltered packets and can explain in detail what's actually happening, maybe we can fix it.

Each FAH server potentially has the same problem but they reside in different domains and they're managed by different network admins.

I just successfully uploaded to this server on one of my other clients (different location and connection). So either it's been fixed or it is/was an issue with my other client. The weird thing is, that client has been uploading fine to every other server, so I don't know why it would have problems only with this one.
