If you have a dynamic IP Address, then it can occasionally happen where an IP that you were assigned was previously used by a spamming operation. Thus, it was blocked. However, once you reported it, it was then unblocked since the spamming operation is now using a different IP Address. In theory, you can download the latest version and install on top of the existing one, i.e. an in-place upgrade. I am not familar with MacOS so can't provide the exact steps. This has been an on-going request but there's no ETA. Generally speaking, a new version of the client is released every few years if needed to advance scientific progress.
