Is there some way to configure one power (CPU/GPU) level for non-idle usage and another power level for idle operations (on the same installation)? I poked around in FAHControl but I didn't see an obvious way to do that?

There's no native method. However, it might be possible using various applications and scripts.

Current setting of Full/Medium is doing something in lines of that.
What are you trying to achieve?
In Linux you can set power profiles on Nvidia GPUs, but those are Nvidia commands in terminal.
The quickest way, is to just pause CPU and primary GPU from folding when you are using the PC, and resume when you stopped using it.
Or, install an additional PCIE x1 GPU in an x1 slot (like a GT210/GT730), that will be the GPU that puts out your main graphics and desktop.
They go for $20-40 online, and leave the other GPUs crunching.

For example, if your CPU/GPU was under 10% (excluding FAHClient usage) to use Full and when it goes above 50% to drop to Medium. Does that sound right? If so, I could probably make that happen (but that seems like an improvement for the FAHClient team to implement). To the devs who maintain FAHClient, how do you calculate the Folding Power slider (e.g. what is the difference between Light and Medium)?

Not a dev, but the Light setting uses half of the available CPU threads, Medium uses all but one thread, and Full uses all available CPU threads after reserving one thread per usable GPU. On Light setting the GPU will only be used when the system is considered "Idle".
On a system with for example a 4-core i5 processor and a usable GPU there is no functional difference between CPU usage for Light and Medium due to the way rounding is handled. But on Light the GPU will not be used except when Idle.
