I came back to folding recently, and I noticed that the current client only uses 50% of my GPU. Is there a reason for that? Is there something that might be capping it? I am also not getting any CPU WUs for a while. Are they just not available?
Also, on an unrelated note, the viewer only shows DEMO. It never shows the project I'm working on. How do I fix that?

CPU: AMD Ryzen R9 3950X
GPU: Nvidia RTX 2080Ti
Memory: 32GB DDR4 3200MHz
OS: Win10 64x

It's a question of Supply and Demand. The FAH servers are overwhelmed with Donors trying to help. Please be patient. Your Client will keep trying to find as server that can deliver you a CPU assignment.
Science demands that some GPU projects have a lot of atoms and others do not. Small proteins can't be parallelized sufficiently to keep all the shaders on your RTX 2080Ti busy all the time. The next assignment may be different. See https://apps.foldingathome.org/psummary

Task manager is horrible at guessing GPU usage, I vastly prefer the sensor screen on GPU-Z.

The client has hardcoded two IP addresses for the assignment servers. You can't add more assignment servers without rewriting the Windows/Mac/linux clients. The assignment server decides which work server has the work most suitable for your computer. Then the work server downloads the work to you.
If the Assignment Server gets too busy, you get told there is no work for you, not because there isn't any, but because the AS has no time to assign you to one.
If the Work Server gets too busy, the uploads and downloads of work can fail in the middle.
As you might imagine, 20 to 1 growth in under two weeks is hard to cope with, the F@H folks are throwing resources at this, but struggling to keep up.

My GPU never went over 50% (been over three weeks now) so I wanted to make sure if it's a problem with the setup. Turns out it's a Task Manager problem. For the viewer, I right-clicked the GPU progress bar in the Advanced Control and chose "view." The thing keeps saying: "Connection: Trying." Is there another way of doing it, or should I find something else?

I was wrong about gpu usage, look at "cuda" section in task manager.

as to your viewer question … there are a number of threads on this … iirc it broke under certain configurations at last client update … there appear to volunteers working on a fix … viewtopic.php?f=106&t=32628&hilit=viewer
