This is caused by so many new users/donors that there are not enough Work Units to download. It is not a sign of a problem!
As the servers are a bit slow right now, you can make your client start requesting a new WU already when the previous one is 90 % complete. Then you will miss less time idle waiting for a free WU.
To do this:
Configure / Slots / Select relevant slot..., Edit / Scroll down to Extra slot options, Click Add / In the Name field: next-unit-percentage Value: 90
I think this does not cause any extra load to the servers, as the client would request the WU soon anyway.

The bad thing is you block work units which else could already be run by other users. The use case for next-unit-percentage is a slow connection when you take 10% of last work unit time just to download the next work unit.
