There are a number of forum topics discussing that issue, as well as a topic on the FAH subreddit.

Simple answer: Historic reasons. Core_15 was released before bonus points were applied to anything other than SMP and it has never been changed.

(and bonus points are not related to GPU Utilization numbers.)

I just tried CPU:3.
'% GPU Usage' for the Core_17 went up slightly from 88-89% to 89-90%. Yet the TPF for the Core_a4 on the CPU nearly doubled from 1m22s to 2m24s.
Not an ideal combination, so I quickly reverted to CPU:7.

For SMP folding, CPU:3 is not a good choice because there's at least one FPU that FAH is not able to use (depending on which CPU you have). CPU:7 may or may not be ideal, because some projects consider it to be a "large prime" and others do not, so your choice of projects is more limited. I would experiment with CPU:4 or CPU:6 but testing can be tricky. (You have to be sure to compare results with the same WU or with closely related WUs.)
