I don't fold on AMD GPUs so I can't offer an authoritative answer. But I guess what's happening (in both cases reported) is that there are OpenCL drivers for the CPU. The FAH system has got confused and has selected the wrong OpenCL device, so instead of using the fast GPU it's folding on the CPU. This fits the performance (PPD) and the observed CPU usage. It may be possible to set the OpenCL indices manually to correct this -- certainly this is sometimes necessary with multiple GPUs in one PC. There are some instructions here or you'll need help from someone who has been there, done it, and got the T-shirt
