Just a note as Big Wu have historically meant large uploads & download. Fine if you are on an uncapped fibre connection, not so good if you are on a capped 20/30mbit dsl connect or worse

The US power grid is a national disgrace. Everything is on a pole meaning the weather gets at it all the time, transformers every where, ugly power poles everywhere.....

Where I live there is one transformer for our entire estate of 79 houses and 6 flats and not an exposed power cable in sight.

That Mobo is at the budget end of the range and does not have the greatest cooling solution for its vrm's or chipset. Mainboard supports 1 X PCI Express X16 Gen 2.0 slot and CPU 64bit 2 x 2,8Ghz is fast enough for any GPU and 4GB RAM also sufficient. So you could even go with a nvidia RTX 3080 and a new power supply 500watts on 12V. He might not be able to get a 3080 to work on a mobo that old due to Bios support ...

If you can hold off a couple of months I would sugget waiting. The new RTX 30xx cards are almost here and there should be a big jump in performance. Eco mode drops the TDP by 1 tier, so your 105w 3950x drops to 95w. It does thi by lowering voltage and clocks if needed.
