You can oversubscribe the CPU threads, and folding will still run with some reduction in performance as the GPUs will need to wait at times for the CPU to prepare the next packet of data to be processed on the GPU. In the past it was less of an issue with AMD GPUs running OpenCL than with Nvidia GP...

I am confused, as a computer engineer that makes no sense that an application like this would need exclusive controll over a whole core.

AMD Cards Failing out
So I have a used Eth mining rig that I am moving to FAH, its got 4 580s 8gb and 2 5700XT. I was able to fix it.
I assume bad or corrupted data or something.
The Fix was to complete nuke it and do a clean install.
Working without any issues after the clean install.

When I run it as the user in CMD it runs with no error, I see a black screen pop up for second and go away. When I run as an Admin CMD - it runs with no errors, then ends the line with out opening another screen. In running the other program my thought was Windows had somehow could a policy against ...

Looking at the windows logs, I see no patches or updates.
Looking at this Theory and thinking Window AV or something might be blocking it, I loaded a CPU coin miner, it ran for 30 mins without any issue.
Are there more indepth logs that I can generate to understand what is going on here?

Out of over abundance of caution - I ran the BIST on the CPUs (2x 2650L v4) and RAM (8x 16GB RDIIMS DDR4-2133). Everything passed, and I have no bad ram not a bad CPU.

Did you test the GPU with other applications ? I don't know if OCCT would work on a Tesla card ... Did you check your system RAM for errors with Memtest86+ ?
