You've stated that you are testing in Linux and having no issues, which would mean it's more than likely an issue with the drivers in windows or the way that Windows is handling the data on the bus. You should stick with Linux anyways as you will be able to get more work done, and have less overhead...

Until Stanford starts paying someone to monitor the servers 24-7, weekends suck when the servers go down. The issue I have with this is the server SHOULD know what card you have from the GPU txt file. It polls the card to see what you have, and bingo. Or does it only poll it to the point where it asks if you have an nvidia or AMD card? But as for your card not getting used to it's full potential, blame ...

VM is not an option as the only VM that gives linux full access is hyper-visor in Server 2016, or if you have GRID compatible cards. I usually just use coolbits and manually set the clock to as fast as I think it can go, rdp in and set powermizer to max performance, and you're off to the races. It's not like your linux machine will ever reboot . I haven't figured out how to get it to stay :/ so this is my method of madness.
