Xeon E5-2609 v4 has only 40 PCIe lines. If there is no PCIe switch on this motherboard, the video cards have at most eight PCIe lines each. Bus load is typical for such number of lines.

According to my calculations, the cost of a new motherboard with four full-fledged PCIe x16 slots and powerful processor will exceed the cost of two budget motherboards with two PCIe x16 slots each and two cheap dual-core processors. I have a problems with the same subnet now. One WU able to upload more than a day. The other two were downloaded for 10-20 minutes. The card is idle.

This was before too. I think, I will just deny connections to server in this network. On the other servers I do not have such problems.

FAHbench show significant performance loss if I connect one GTX 1070 card to PCIe 3.0 x1 slot. Depending on test pattern - 9%-47% low performance. And 75-85% bus controller load on this card.
Something similar occurs in the processing of real jobs by core 21.

Win 10. Asrok B150 motherboard.

Security problems and potential vulnerability drivers are relevant for those who, for some reason, launches a lot of untrusted downloaded from the network code on their machine.
If so, then updates are needed.
